Policy and Procedure Manual


TITLE: EMS SYSTEM MANUAL - PARTICIPANT EDUCATION AND INFORMATION MANUAL

POLICY STATEMENT:

The BroMenn/St. Joseph EMS Systems shall distribute a copy of the EMS System Manual and the Participant Education and Information Manual to all EMS agencies of the Systems. The EMS Systems shall insure all amendments to the Manuals are received by each Agency and they receive all System and Regional update information in a timely manner.

GOAL/PURPOSE:

To insure all EMS agencies of the EMS Systems receive a copy of the EMS System Manual and the Participant Education and Information Manual and receive System and Regional information in a timely manner.

POLICY/PROCEDURE:

A. A copy of the EMS System Manual and the Participant Education and Information Manual shall be personally distributed to each EMS Chief/President by their respective EMS System Coordinator. It shall be the responsibility the EMS Chief/President to insure the System Manual is placed in an area of easy access to all members of their respective agency. The EMS System Manual and the Participant Education and Information Manual shall contain but not limited to the following;

1. Education and Training for:

a. All levels of EMT
b. Pre-hospital RN
c. ECRN
d. EMS Lead Instructor
e. First Responder
f. EMS Dispatcher

2. Curricula to be used;
3. Entrance and completion requirements;
4. Sample or real schedule of a class;
5. Goals and objectives;
6. Subject areas;
7. Didactic requirements, including skills laboratories;
8. Clinical requirements for course completion;
9. Testing formats.

B. EMS System Manual amendments shall be personally distributed to each EMS agency Chief/President by the EMS System Coordinator. It shall be the responsibility of the EMS Chief/President to insure amendments are promptly placed in the Manual and the out-dated pages are removed.

C. In-services regarding policy or protocol changes shall be accomplished in the following manner:

1. Minor changes shall be reviewed during the EMS agency's next regularly scheduled continuing education session when it is conducted by a member of the EMS System education staff.
2. Major scale changes require continuing education sessions in addition to the regularly scheduled monthly in-services. Multiple sessions on various dates and times shall be scheduled to accommodate all members of the EMS Systems. These sessions require mandatory attendance.

D. All correspondence or other information in regards to the EMS Systems or Region 2 shall be communicated via MEMO, letter or newsletter under the authority of the EMS Medical Directors by the BroMenn/St. Joseph EMS Quality Council. This information may include but is not limited to:

1. Immediate treatment protocol directives
2. Immediate policy and procedure directives
3. Location of resource materials (i.e., library, various hospital departments)
4. Educational opportunities available within the EMS Systems as well as external sources.
