TITLE: ASSISTANCE BY NON-SYSTEM PERSONNEL

POLICY STATEMENT:

Only a LICENSED or PROVISIONAL EMT-I, EMT-P or Pre-hospital RN may perform in the pre-hospital setting and who are members of either the BroMenn or St. Joseph EMS System are authorized to perform advanced patient care (i.e. IV, medication, pacing) in the area pre-hospital care setting. Although, assistance by non-system personnel may be of great benefit is specific in specific situations.

GOAL/PURPOSE:

To clearly delineate the roles of healthcare providers at a pre-hospital scene to better provide quality patient care and insure compliance with State of Illinois laws and licensing requirements.

POLICY/PROCEDURE:

If unidentified ambulances/personnel arrive at a scene, the following procedures should be performed:

A. Ask for identification and proof of licensure from any of the following healthcare providers:

1. Emergency Medical Technician;
2. Pre-hospital RN; or
3. SEMSV Aeromedical flight crew member.

NOTE: The Illinois Nursing Licensing Act of 1987 did not make licensing provisions to allow the Licensed Registered Professional Nurse to provide advanced life support care in the pre-hospital setting. Only Registered Nurses with licensure from the Illinois Department of Public Health as a Pre-hospital RN may provide field ALS care.

B. If their assistance is not needed, excuse them from the scene.

C. If there assistance is needed, contact Medical Control and advise of the presence of personnel who are not members of either EMS System and of their capabilities.

D. Non-System personnel should function under the direction of the EMS transporting agency having jurisdiction over the scene.
